A Diplomatic Career with the Rio Branco Institute!

The Rio Branco Institute (IRBr) was created in April 1945 as part of a centennial celebration held in honor of the birth of the Baron of Rio Branco. March 1946 saw the establishment of the IRBr Preparation course for the Diplomatic Career. The first class of this course consisted of 27 Third Class Consuls (Third Secretaries). At the time, the IRBr’s entrance examination was the only entrance point into the Dilpomatic Career. The IRBr’s objectives have always been to harmonize knowledge achieved in Undergraduate courses with an education fitting for a career in diplomacy, develop understanding in the formulation and execution of Brazilian Foreign policy, and to initiate students into the techniques and practices of the career.

In 1967, applicants to the IRBr were required to have completed at least one undergraduate course. In 1968, this requirement was extended to two years, and 1985 it was extended further to three years. In 1994, the requirement was for applicants to have completed a full undergraduate course. In 1995 the Graduation and Improvement program was created (First Phase, PROFA-I). The new course will be equivalent to a Masters Degree.

Because International relations and diplomacy are a complex system, continuous career-oriented training is essential anyone pursuing this career. The first phase in training begins when the applicant enters the career by passing the entrance examination.

The methods and procedures of the IRBr have been altered to adjust it to the career’s needs. All applicants, on passing the entrance examination, will be appointed Third Secretaries (first stage of the career) and will be enrolled automatically in the Graduation and Improvement Program (First Phase – PROFA – I). PROFA – I is structured as a masters in diplomacy. The first year is 40 weeks long, and is dedicated to directing the knowledge acquired during the undergraduate program. The course will cover language, International Public law, Brazilian Foreign policy and history, and Brazilian Readings, and will be taught through lectures, seminars, debates and workshops guided by experts in the field of Brazilian Diplomacy. Third Secretaries who perform and are judged satisfactory throughout the activities of the first and second years will pass the course and be recommended for confirmation in the foreign service.
